The Universal Postal Union seems to be totally uncaring about the illegal practice of the Philippines Postal Corporation in charging a fee for any item bearing a CN22 or CN23.
The fee they charge is 112 PHP, or about $2.10 USD, and often exceeds the value of, for example, a packet of seeds from China with a value of $0.20 and 'free shipping' from AliExpress.
When I contacted the Philippines Postal Corporation with my complaint it was ignored. I contacted an agency which is charged with ensuring all Government and semi-Government bodies act correctly. They directed the Postmaster General and CEO to answer me. This was also ignored. After three attempts by this body, I received a non-reply (a response that ignored my complaint). So I escalated to the President's Hotline, who also directed the Postmaster General and CEO to answer me. This time my complaint was actually addressed, but with a denial that such a charge was illegal. He claimed that he was charging the fee under 'legislation of the Philippines Postal Corporation' and with the permission of the UPU, but did not substantiate these claims in any way.
I sent by email a detailed letter, with copies of all correspondence and internal PHLPost Memos to the UPU over a month ago. They have not even acknowledged receipt of the email. I also asked the UPU on their Facebook page if they answer correspondence. That question was not published on their Facebook page, and remains unanswered also.
How does one get the UPU to actually do their job, instead of lobbying for housing for immigrants and all of the other non-postal related activities they proudly display on their website and Facebook page?
